DOE O 413.3C — Program and Project Management for the Acquisition of Capital Assets

Issued August 5, 2026, DOE O 413.3C replaced DOE O 413.3B, Change 7 and establishes risk-informed program and project management direction for DOE elements, including NNSA. The current reform environment also reflects increased delegated authority for qualifying M&O-managed National Laboratory projects and more tailored independent-review expectations.
